This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education Requirement - You must have a doctoral degree in psychology from a graduate program in psychology accredited by the American Psychological Association (APA), the Psychological Clinical Science Accreditation System (PCSAS), or the Canadian Psychological Association (CPA) at the time the program was completed. The specialty area of the degree must be consistent with the assignment for which the applicant is to be employed. For the purpose of meeting this requirement, the term "specialty area" refers to the specific specialty areas recognized by the accrediting body and not to specific job duties that might require special skills. Currently, APA accredits doctoral programs in the specialty areas of clinical psychology, counseling psychology, school psychology, or combinations of two or more of those areas. PCSAS accredits doctoral programs in psychological clinical science. CPA accredits doctoral programs in clinical psychology, counseling psychology, clinical neuropsychology, and school psychology. There are no job assignments in VHA that require the skills of a school psychologist; therefore, an applicant with a degree in the specialty area of school psychology is not eligible for appointment. Strictly for the purpose of determining eligibility for appointment as a psychologist in VHA, there is no distinction between the specialty areas (with the exception of school psychology); OR Have a doctoral degree in any area of psychology and, in addition, successfully complete a re-specialization program (including documentation of an approved internship completed as part of the re-specialization program) meeting both of the following conditions: (a) The re-specialization program must be completed in an APA or a CPA accredited doctoral program; and, (b) the specialty in which the applicant is retrained must be consistent with the assignment for which the applicant is to be employed. Transcript Required; OR Have a doctoral degree awarded between 1951 and 1978 from a regionally-accredited institution, with a dissertation primarily psychological in nature; Internship Requirement - Have successfully completed a professional psychology internship training program that was accredited by APA or CPA at the time the program was completed and that is consistent with the assignment for which the applicant is to be employed; OR New VHA psychology internship programs that are in the process of applying for APA accreditation are acceptable in fulfillment of the internship requirement, provided that such programs were sanctioned by the VHA Central Office Program Director for Psychology and the VHA Office of Academic Affiliations at the time that the individual was an intern; OR VHA facilities that offered full-time, one-year pre-doctoral internships prior to PL 96-151 (pre-1979) are considered to be acceptable in fulfillment of the internship requirement; OR Applicants who completed an internship that was not accredited by APA or CPA at the time the program was completed may be considered eligible for hire only if they are currently board certified by the American Board of Professional Psychology in a specialty area that is consistent with the assignment for which the applicant is to be employed. (NOTE: Once board certified, the employee is required to maintain board certification.); OR Applicants who have a doctoral degree awarded between 1951 and 1978 from a regionally-accredited institution with a dissertation primarily psychological in nature may fulfill this internship requirement by having the equivalent of a one-year supervised internship experience in a site specifically acceptable to the candidate's doctoral program. If the internship experience is not noted on the applicant's official transcript, the applicant must provide a statement from the doctoral program verifying that the equivalent of a one-year supervised internship experience was completed in a site acceptable to the doctoral program. Licensure: Candidates must hold a full, current, and unrestricted license to practice psychology at the doctoral level in a State, Territory or Commonwealth of the United States, or the District of Columbia. *Exception: Non-licensed applicants who otherwise meet the eligibility requirements may be given a temporary appointment as a "graduate psychologist" at the GS-11 or GS-12 grade under the authority of 38 U.S.C. 7405 (c)(2)(B) for a period not to exceed two years from the date of employment on the condition that such a psychologist provide care only under the supervision of a psychologist who is licensed. Failure to obtain licensure during that period is justification for termination of the temporary appointment. Grade Determinations: GS-11 (Entry Level) Requirements. no additional experience beyond the basic requirements. GS-12 (Developmental Level) Requirements: At least 1 full year of experience as a professional psychologist equivalent to the GS-11 level. Ability to demonstrate the following knowledge, skills and abilities: Knowledge of and ability to apply a wide range of professional psychological treatments or assessment methods to a variety of patient populations. Ability to design and implement effective treatment strategies. Ability to incorporate new clinical procedures. Ability to conduct research activities, such as designing and implementing clinical research projects (staff psychologists with specified research job duties). Ability to perform basic research tasks of scholarship and research execution within the context of an established research team, including research participant relations, research documentation, data acquisition, maintenance, and collaboration. GS-13 (Full Performance) Level Requirements: At least two years of experience as a professional psychologist, with at least one year equivalent to the GS-12 grade level. This is the full performance level for staff psychologists. At this level, psychologists are licensed to practice independently in the provision of psychological services, consulting with peers and supervisors as appropriate. Ability to demonstrate the following knowledge, skills and abilities: Knowledge of, and ability to apply, professional psychological treatments to a full range of patient populations. Ability to provide professional advice and consultation in areas related to professional psychology and behavioral health. Knowledge of clinical research literature. ["Psychologists at the full performance level are responsible for facilitation and implementation of evidence based suicide prevention strategies for the Roseburg VA Medical Center's Roseburg Clinics, including providing up to date information and training on relevant and meaningful best practices and national directives, executing national suicide prevention strategies on the local level, surveillance, monitoring, and analysis of relevant metrics for suicide prevention efforts, and acting as a community liaison for public health level interventions. Training- Responsible for the delivery of Operation S.A.V.E. training, or other approved \"gatekeeper\" training, to all non-clinical staff. Provisioning the delivery of the community version of Operation S.A.V.E. training (or other approved training) to community organizations that have contact with Veterans. Delivery of other training programs at the site by request of the facility. Ensuring new national templates, memos, and directives related to suicide prevention are provided to relevant staff at the facility. Access and Referral- Responsible for ensuring all consult referrals sent to them from the Veterans Crisis Line (VCL) are appropriately responded to within 24 business hours. Responsible for continued contact and monitoring with Veterans that have been identified as at high risk for suicide to assure continued care and treatment. Ensures that Veterans identified as being at high risk for suicide receive follow-up for any missed mental health and substance abuse appointments. Responsible for following-up on referrals received from staff as a result of the Operation S.A.V.E. training. Enhanced Care Delivery: Ensuring assessment of risk for suicide in individual patients is completed via collaboration with individual providers, supervisors, and service managers. Responsible for working with clinicians who refer potential high-risk Veterans for flagging to determine the advisability of the flag (per VHA Directive 2008-036) and managing the Category I Patient Record Flag for Veterans at high risk for suicide. Track high risk patients and monitors treatment to insure that needed services are being received. Responsible for making personal contact with Veterans who have been identified as surviving a suicide attempt or who are identified as being at high risk for suicide and placed on the facility's high-risk list. . Ensuring Safety Plans are completed by appropriate staff and meet quality standards. Independently plans, designs, implements the program, and determines program goals and objectives of suicide prevention initiative for the facility. Develops and monitors quality improvement measures. Tracking and Reporting: Responsible for completing the Monthly SPC SPAN (Suicide Prevention Application Network) Data Entry. Tracking and reporting all suicidal events in their Facility's catchment area, and submitting all suicidal event information to SPAN. Tracking Veterans assessed to be at a high risk for suicide, including ensuring Safety Plans are completed with all Veterans prior to discharge from inpatient VA units; and for Veterans deemed to be at high risk for suicide in VA Outpatient Care, Non-VA Community Facilities or Non-VA Outpatient Care at their next VA outpatient visit. Track that safety plans are updated at regularly prescribed intervals and meet required standards. Awareness and Outreach: Function as a subject matter expert and resource for both the VA facility and community related to Veteran suicide and suicide prevention issues. Advances use of evidence based interventions, strategies, and best practices for suicide prevention in the medical center. Responsible for development and maintenance of outreach to Veterans via the Mail and/or Caring Card Program, entering and maintaining Mail Contact Program information in the Suicide Prevention Application Network (SPAN), and keeping the list up to date. Responsible for delivering and average of 5 community outreach activities every month. Development and distribution of outreach materials to include brochures, fact sheets, web content, and other targeted information which highlights suicide prevention, warning signs and risk factors.
