The incumbent is an independently licensed master level clinical social worker assigned to the Mental Health Service functioning as the PTSD Clinical Team Lead and Measurement Based Care Program Coordinator for the Oscar G. Johnson VA Hospital. Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: Must have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. (COPY OF TRANSCRIPTS REQUIRED) Note: A doctoral degree in social work may not be substituted for the master's degree in social work Licensure: Must be licensed or certified by a state to independently practice social work at the master's degree level. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grandfathering Provision: (1) All persons employed in VHA in this occupation on the effective date of the qualification standard are considered to have met all qualification requirements for the title, series and grade held, including positive education and licensure or certification that are part of the basic requirements of the occupation. For employees who do not meet all of the basic requirements in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply: (2) Such employees in an occupation that requires a licensure or certification, may be reassigned, promoted up to and including the full performance (journey) level, or changed to lower grade within the occupation, but may not be promoted beyond the journey level or placed in supervisory or managerial positions. (3) Employees who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed, on a temporary or permanent basis, until they fully meet the basic requirements of the standard. (4) Employees initially grandfathered into this occupation, who subsequently obtain additional education and/or licensure/certification/registration that meet all of the basic requirements of this qualification standard must maintain the required credentials as a condition of employment in the occupation. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification: Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Demonstrated Knowledge, Skills, and Abilities (KSAs): In addition to the experience above, candidates must demonstrate all of the following KSAs: (a) Knowledge of program coordination and administration which includes consultation, negotiation, and monitoring. (b) Knowledge and ability to write policies, procedures, and/or practice guidelines for the program. (c) Ability to supervise multidisciplinary staff assigned to the program. (d) Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s). (e) Ability to provide training, orientation, and guidance within clinical practice. Major Duties: The incumbent in this position requires advanced knowledge and understanding of the services and benefits available for Veterans, their family members, Caregivers, and VA employees from federal, state and private sector resources The incumbent is responsible for maintaining knowledge of current federal and state legislation related to the treatment of PTSD in the Veterans Health Administration. The incumbent will provide evidence-based cognitive-behavior therapy (CPT, PE, EMDR) to patients with PTSD and other mental disorders, and work as part of a clinical team, providing consultation to other clinicians and agencies, and conducting evaluation of clinical outcomes. The incumbent ensures efficient operation of the PTSD Clinical Team including, but not limited to, assuring consults are answered in a manner consistent with medical center policy, reviewing cases with team members and addressing administrative responsibilities in a professional and structured manner. Advises and collaborates with interdisciplinary teams throughout the medical center on the care of PTSD, providing ongoing consultation and support with the goal of improving the provision of services to Veterans diagnosed with PTSD. Incumbent develops, operates, directs and manages all aspects of the PTSD Clinical Team including determining the needs of the program, overseeing and directing the quality and quantity of the services provided, monitoring data-driven outcomes, and establishing program initiatives and direction within limitations of available staff and budget. Incumbent independently performs case finding functions and outreach, identifying and screening patients for psychosocial needs Develops treatment plans in collaboration with the veteran/family and with the interdisciplinary treatment team. As a professional staff member of Mental Health Service, the incumbent participates in goal-setting and treatment service planning discussions; participates in professional peer review of his/her own work and that of other staff; maintains and upgrades professional knowledge and skills by involvement in appropriate continuing education activities. Advises and collaborates with interdisciplinary teams throughout the medical center on Measurement Based Care, providing ongoing consultation and support.
