This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. Hold a master's or doctoral degree in: Clinical Mental Health Counseling; Clinical Rehabilitation Counseling; Clinical Mental Health Counseling and Clinical Rehabilitation Counseling; or a related field, from a program accredited by the Council on Accreditation of Counseling and Related Educational Programs (CACREP). Examples of related mental health counseling fields include, but are not limited to Addiction Counseling; Community Counseling; Gerontology Counseling; Marital, Couple, and Family Counseling. NOTE: Traditional Rehabilitation counseling programs that are accredited by CACREP do not meet the LPMHC qualification standards as Traditional Rehabilitation counseling differs from Clinical Rehabilitation counseling. Licensure. Persons hired or reassigned to LPMHC positions in the GS-0101 series in VHA must hold a full, current, and unrestricted license to independently practice as a Licensed Professional Mental Health Counselor, which includes diagnosis and treatment. English Language Proficiency. LPMHCs must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, chapter 3, section A, paragraph 3.j. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).Grade Determinations:Licensed Professional Mental Health Counselor (Program Coordinator), GS-12 Experience, Education, and Licensure. In addition to the basic requirements, candidates must have at least one year of progressively complex experience equivalent to the GS-11 grade level. Experience must have been in a major specialty treatment program area such as, but not limited to, Post- Traumatic Stress Disorder (PTSD), mental health intensive case management (MHICM), or other areas of equivalent scope and complexity. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Demonstrated Knowledge, Skills, and Abilities. In addition to meeting the KSAs for the GS-11 grade level, the candidate must demonstrate all of the KSAs below: 1. In depth knowledge of the program coordinated, and demonstrated knowledge and ability to write policies procedures and or practice guidelines for the program. 2. Ability to make key decisions in the hiring and identification of top candidates. 3. Ability to provide leadership in facilitating the process of coordinating program consults, assessments, admissions, care assignments and discharges. 4. Ability to provide subject matter consultation to other colleagues and trainees within the field of counseling working on an interdisciplinary team. Preferred Experience: Mental Health and homeless program experience. Physical Requirements: The physical demands of this position involve active listening, reading, observing and evaluating verbal and nonverbal behavior, intermittent walking and sitting, speaking, writing reports, writing policies and procedures and writing clinical notes. The position requires the use of office equipment such as keyboards, computers, telephones, fax machines and photocopy machines. Light lifting is required up to 35 pounds to lift items such as books, binders, reports and records. The Position requires the ability to operate a government vehicle and the ability to travel for 2 continuous hours in a vehicle. The incumbent will be expected to travel for outreach events within the Black Hills Health Care System Catchment area. The incumbent will also be required to maintain First Aid certification and transport Veterans as needed. The incumbent is required travel to state, county and Federal correctional facilities and surrounding communities as needed. Beyond the travel requirements, the position is generally of a sedentary nature and involves activities normally associated with office work. ["**Recruitment or Relocation Incentive of up to $10,000 may be authorized for highly qualified applicants** Duties of this position include, but are not limited to, the following: Utilizes various treatment modalities of individual and group work, casework, community organization, and community outreach activities to alleviate or remove problems that interfere with homeless veterans' ability to achieve independence. Responding to referrals received through the National Crisis Line and White House Hotline. Coordinates care including serving as an advocate on behalf of the veterans to ensure comprehensive service delivery and linking and referring veterans to the VA Medical Center, VA Regional Offices and/or community agencies. Develops working relationships with various community agencies and other governmental agencies, often serving as the VA liaison or contact person. Making community referrals and developing community resources, as well as conducting outreach to identify new veterans or attend to the needs of homeless veterans. Serves as the Community Homeless Assessment, Local Education and Networking Groups (CHALENG) point of contact for VA BHHCS. Coordinates community grant programs such as the Collaborative Case Management(CCM) initiative and the Grant and per Diem Case Management Grant (GPD CM). Actively participates in the Grant and Per Diem Program conference calls and attends training offered by the Grant and Per Diem Program. Participates in program planning and development, advising the BHHCS HCHV Coordinator of shifting trends with caseloads and identifying the need for and making recommendations on program procedure or policy changes based upon work experiences and provides consultation to other hospital personnel and/or community agencies as needed. Works with BHHCS treatment teams and community agencies to strive for developing more effective and efficient ways of delivering health care services to homeless veterans. Provides a full range of social services within commonly accepted standards of the social work, counseling or mental health practice, which includes case work, individual, family and group counseling, discharge planning, case management and other services as appropriate.
