The Veterans Affairs Northern California Health Care System (VA NCHCS) is currently recruiting a Supervisory Social Worker General Mental Health (GMH) for the Mather location. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. English Language Proficiency: Social workers must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, chapter 3, section A, paragraph 3j, this part. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: GS-13 Supervisory Social Worker Experience/Education: One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification: Individuals assigned as supervisory social workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Demonstrated Knowledge, Skills, and Abilities: In addition to the experience above, the candidate must demonstrate all of the following KSAs: (a) Ability to independently organize work, set priorities, and meet multiple deadlines. (b) Skill in a range of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement. (c) Ability to ensure provision of clinical social work services by supervised social workers. ["The incumbent is responsible for planning, implementation, improvement, and maintenance of the continuum of care for GMH services delivered across all NCHCS sites. The GMH Supervisory Social Worker works closely and collaborates with the ACOS/Assistant Chief for MHS or designee to assure that all aspects of the GMH Program are functioning optimally. The GMH Supervisory Social Worker facilitates GMH Staff meetings, disseminates announcements, addresses operational concerns, addresses scheduling practices, and advocates as needed to assure that service-wide programmatic concerns are addressed, and makes strategic efforts to maintain and improve morale and staff cohesion. Major duties include, but are not limited to: Provides programmatic guidance and oversight of GMH operations across the service. Ensures efficient access to Mental Health services related to GMH program, involving both day-to-day operations and long-term planning and growth. Implements policies, procedures, and practice guidelines. Attends and/or facilitates regularly scheduled meetings to ensure efficiency and continuity of service delivery. Manages and monitors appropriate performance indicators, making adjustments as needed to assure adherence to programmatic expectations. Hires and trains staff as appropriate given the breadth of responsibilities of the position. Establishes guidelines and performance expectations for all supervisees, which are clearly communicated through the formal employee performance management system. Establishes and monitors productivity targets for supervisees. Provides advanced services at all levels of complexity for patients, with service delivery to include intake evaluation, diagnostic assessments, psychotherapy and patient education. Provides a full range of therapeutic interventions including individual therapy, group therapy, and psycho-education classes.
