The Licensed Professional Mental Health Counselor (LPMHC) in this role serves as the Supervisory LPC for the Behavioral Health Interdisciplinary Programs (BHIP) within Austin and Cedar Park MHBM. The LPMHC Supervisor occupies a leadership role, both in terms of the design and implementation of clinical services, and in terms of consultation, mentorship, and oversight to the work of LPMHCs working within these clinics. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education. Hold a Master's or Doctoral Degree in: Counseling; Clinical Rehabilitation Counseling; Clinical Mental Health Counseling and Clinical Rehabilitation Counseling; or a related field, from a program accredited by the Council on Accreditation of Counseling and Related Educational Programs (CACREP). Examples of related mental health counseling fields include but are not limited to Addiction Counseling; Community Counseling; Gerontology Counseling; Marital, Couple, and Family Counseling. CACREP defines the date when graduates are considered to have graduated from a CACREP accredited program. Additional information may be obtained from http://www.cacrep.org/directory/. NOTE: Traditional Rehabilitation counseling programs that are accredited by CACREP do not meet the LPMHC qualification standards as Traditional Rehabilitation counseling differs from Clinical Rehabilitation counseling. Licensure. Persons hired or reassigned to LPMHC positions in the GS-0101 series in VHA must hold a full, current, and unrestricted license to independently practice as a Licensed Professional Mental Health Counselor, which includes diagnosis and treatment. NOTE: It is VHA policy that a LPMHC who does not yet have a license that allows independent practice must be supervised by a licensed independent practitioner of the same discipline who is a VA staff member and who has access to the electronic health record. English Language Proficiency. LPMHCs must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, chapter 3, section A, paragraph 3.j May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: GS-12 Supervisory Licensed Professional Mental Health Counselor Supervisor Experience, Education, and Licensure. In addition to the basic requirements, candidates must have at least one year of progressively complex experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills, judgment, and competency. Assignments. At this level, LPMHCs administratively supervise their licensed staff and/or graduates and are considered LPMHC subject matter experts and may serve as the discipline lead. LPMHC's may provide treatment to patients. They direct the development and implementation of services and treatment to patients through the administrative supervision, mentoring, and oversight of assigned clinical staff. Their experience must demonstrate practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. In addition to meeting the KSAs for the GS-11 grade level, the candidate must demonstrate all of the KSAs below: Ability to administratively supervise other providers and conduct meetings. Ability to maintain a professional environment by following organizational policies, guidelines and safety standards. Ability to establish and clearly communicate guidelines and performance expectations for staff. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds. ["Major duties include, but are not limited to: - The incumbent provides administrative supervision to LPMHCs and/or other MHBM staff assigned to BHIP positions. - The incumbent has broad management responsibilities, including, but not limited to: establishing and maintaining records concerning clinical competencies, supervising the day-to-day clinical activities of the LPMHC staff, providing clinical consultation to this staff concerning particularly difficult cases or ethical dilemmas, and facilitating monthly LPMHC clinical group supervision. - Insures that the clinical operations are in conformance with all applicable regulatory bodies and collaborates with designated Program Leads on all annual Performance Appraisals specific to LPMHCs. - Incumbent develops, organizes, directs and manages all aspects of the LPMHC professional activities including comprehensive development, planning and implementation of relevant policies and procedures, overseeing and directing the quality and quantity of the services provided, monitoring data-driven outcomes, and establishing program initiatives and direction within limitations of available staff and budget. - Incumbent has administrative responsibilities in regard to HR/staffing process for all LPMHC positions, i.e.; functional statement, screening, and interviewing and recommendations for hire. In addition, the LPMHC Supervisor is responsible for oversight and implementation of training programs for all master's level mental health counseling students in training. - The incumbent will work closely with the assigned Program Manager and Deputy Chief of Psychology for ongoing management of program and clinic operations. - Incumbent works to ensure compliance with local, regional, and federal guidelines and expectations. - Ensures that the areas under their responsibility are in compliance with accreditation requirements for VA, Joint Commission, CARF and other required regulatory guidelines. - Demonstrates knowledge of the SAIL performance measures (e.g., new patient access) assigned to MH&BM and an ability to develop strategies for the service to meet and exceed the set benchmarks. - Participates in the development of in service training activities both within the service and CTVHCS wide initiatives. - Attends and participates in CTVHCS committees, boards and task forces as designated as well as committees within the VISN and/or community. - Contributes to the gathering of biopsychosocial assessment information. - Develops of a detailed treatment plan for veterans serviced by the BHIP - Provides recovery planning and psychological treatment to Veterans with a wide range of co- occurring disorders, including but not limited to anxiety, PTSD, depression, substance use, and personality disorders. - Serves at the Mental Health Treatment Coordinator (MHTC) for assigned veterans. - Participates as a member of the BHIP by providing a full range of psychological services (including group psychotherapy) within an outpatient general Mental Health Clinic (MHC) treatment setting. - Provides evidence-based individual and group psychotherapy to veterans with complex mental health problems, especially as regards to adaptation and rehabilitation. Treatment approaches may include but are not limited to: acceptance and commitment therapy, cognitive behavioral therapy, prolonged exposure, cognitive processing therapy, and/or dialectical behavioral therapy. - Complies with national and local performance measures, including timely health care screening and completion of clinical reminders for all patients. - Complies with all CPRS documentation procedures, including timeliness standards for documentation and proper patient check out procedures (e.g., entering diagnostic and procedure codes, completing encounters, and signing or co-signing notes). - Attends and participates in administrative and informational meetings as held by CTVHCS and MH&BM management. - Attends regular Psychology Service staff meetings, Medical Staff meetings, MH&BM Staff meetings and complies with Psychology Service peer review procedures. - Provides clinical instruction for LPMHC interns or other LPMHC trainees as assigned. - Serves as an EAP provider for brief intervention and referral services for CTX employees.
